Does anyone know the most marijuana-friendly California city?

By Marijuana-friendly, I mean on legality and for medical patients. The city where medical growers can grow the most amount of plants legally and not get in trouble for ingesting THC. I've heard the different cities have different laws on this, and I'm thinking about moving there. Thanks for any replies.
