How can I repair my credit?

My credit is pretty bad due to some unwise choices I made when I was younger...I want to fix it and be able to buy a home and new car someday, but its so bad I can't even get a loan or any kind of open account. I'm currently working on paying off old debts, but I don't think that helps my score much. My score is a 548 =(
