Is it time for a rookie salary cap?

I believe the player's ociation and the owner's group are both looking at creating a more realistic level of pay for the rookies. It was summed up in the statement that some rookies are now getting contracts that are worth more than proven veterans and it is starting to get on the veterans nerves. I think the new structure being suggested is more in line with the league veteran minimums than the superstar contracts and for shorter terms. That way, if they pan out as worth it, they can get new contracts after the first year.
