Cat problems i need help now or i may have to put him down?

hi i have 2 cats one is prbly the best pet i have ever owned his name is macro the other cat on the other hand is out of control.macro goes to his litter box and dose his bis, on the other hand polo only does pooping in there. i have went through 2 bed sets 2 couches about 10k in total from all this he is peeing on the carpet now that i wont let him in the bedroom. i think i need to give him up but there is one thing that is wrong. i declawd both of them because polo was tearing up our blinds where i had to get new blinds too. the place i got the cat told me not to declaw i dident see it and im not sure what to do. should i put him down or is there some cat training school i can call in colorado , or should i take him to the vet im 3h from puting him down i really dont want to do that :/ they are both nuderd iv tryed changing there liners iv tryed puting vinegar in his month when he pees on the carpet
